From the ASHRAE Insights from April 1997 regarding the 1997 ASHRAE Annual Meeting (Boston, June 1997):
"What to Wear: Days are frequently warm, so comfortable summer clothing is in order. A sweater or a jacket may be needed inside hotels and restaurants...."
Is this thermal comfort if one needs a sweater or a jacket inside while it is perfectly alright outside to wear summer clothing? No.
To avoid problems with thermal comfort, we suggest building conditioning systems which separate ventilation and thermal conditioning. These systems provide a dust- and draught-free environment and reduce the peak-power demand as well as the energy consumption. For more information, see Hydronic Radiant Cooling
